Kerry to visit family of slain US diplomat

(AP) ? U.S. Secretary of State John Kerry will stop in Chicago on Monday to visit the parents of the young U.S. diplomat who was killed while delivering textbooks in southern Afghanistan earlier this month.

Kerry is making the detour on his way back from Japan, the final leg of a 10-day overseas tour which started with tragedy when he learned of Anne Smedinghoff's death while readying to depart for Turkey on April 6.

At the time, a clearly affected Kerry contacted Smedinghoff's parents, Tom and Mary Beth, from Andrews Air Force Base. On Monday, he will fly in directly to see them.

Smedinghoff was just 25 when she and four other Americans were killed while walking from a military base to a nearby school. Two explosions occurred, apparently a suicide car bombing followed by a roadside blast.

An FBI investigation is in its preliminary stages.

Kerry told embassy staff in Tokyo that Smedinghoff was "full of ideals and full of hopes, taking books to children in a school so they can learn."

She was "wiped out by terrorism ? the worst kind of nihilism," he said.

"It doesn't stand for anything except killing people and stopping the future," Kerry said. "And so we're not going to be deterred. We're going to be inspired. And we're going to use Anne's idealism as another motivation."

Kerry declared the protection of American foreign service officers his top priority when started as secretary of state in February, and Smedinghoff's death is the first of an American diplomat since militants attacked a U.S. diplomatic installation in Benghazi, Libya, on Sept. 11, killing Ambassador Chris Stevens and three other Americans.

The young woman's death came just two weeks after Kerry met her while on a visit to Afghanistan. Smedinghoff served as his control officer, an honor often bestowed on up-and-coming members of the U.S. foreign service.

Smedinghoff, who grew up in River Forest, Ill., was on her second tour of diplomatic duty. She served previously in Venezuela.

The attack also killed three U.S. service members, a U.S. civilian who worked for the Defense Department and an Afghan doctor.

Three other diplomats were injured. The most serious is Kelly Hunt, a public diplomacy officer, who is being treated at a U.S. military base in Germany.

Billions taken by Tunisia ex-dictator missing

TUNIS, Tunisia (AP) ? Officials trying to right Tunisia's ailing economy shouldn't count on an estimated $20 billion still to be recovered from the family of the deposed dictator, a prominent Tunisian economist said Friday.

A $28 million check was presented to Tunisia on Thursday, but Ezzedine Saidane said that money was from an easily recovered Lebanese bank account owned by Zine El Abidine Ben Ali's wife ? and the rest won't be so easy to get back.

"It will take 15 to 20 years just to get the crumbs," he told The Associated Press. He suggested that Tunisia review its methods of recovering the money.

Ben Ali was ousted in January 2011, inspiring the North African pro-democracy movement. A big part of his unpopularity was the perception that he and his wife's family benefited from their positions to acquire business interests in all sectors of the country. Many believe they spirited much of the money out of the country.

Saidane estimated there was up to $20 billion taken by Ben Ali and the Trabelsi clan, based on an independent study he conducted with other economists.

The check was presented to President Moncef Marzouki in a ceremony by Qatari lawyer Ali Ben Fetis Al Marri who had been charged by the U.N. to recover funds from the deposed leaders of the Arab Spring.

With its chief trading partner in Europe in financial crisis and tourists staying away, Tunisia has been struggling with its economy since the revolution.

One of the key figures trying to orchestrate the recovery is Central Bank head Chedli Ayari, who left Thursday's ceremony in an angry huff according to TV footage.

In a video broadcast by private Nessma TV, Ayari stormed out of the palace where the ceremony was held after Marzouki praised Qatar at length but neglected to mention the efforts of the central bank chief, who is head of national commission to recover funds.

Ayari's predecessor was dismissed last year after conflicts with the president.

Key pathway to stop dangerous, out-of-control inflammation discovered

A potential new strategy to developing new drugs to control inflammation without serious side effects has been found by Georgia State University researchers and international colleagues.

Jian-Dong Li, director of Georgia State's Center for Inflammation, Immunity and Infection, and his team discovered that blocking a certain pathway involved in the biological process of inflammation will suppress it.

Inhibiting a molecule called phosphodiesterase 4B, or PDE4B, suppresses inflammation by affecting a key gene called CLYD, a gene that serves as a brake on inflammation.

The research was published in the journal Nature Communications.

Li explained the process of overactive inflammation using a "police" analogy.

When a pathogen ? such as bacteria or viruses -- infects a patient, he said, it triggers an "alarm" to which the "police" of immune system respond. In turn, it triggers neutrophil attractant called cytokines to respond, leading to inflammation that serves to help rid the body of the pathogen. But if inflammation isn't stopped, tissue damage can result.

The pathways during the response are termed "positive," like a gas pedal on a car, and "negative," like a brake, with the process in the positive pathway going down the line from the pathogen to inflammation, and negative going the other direction. PDE4B is involved in controlling the negative pathway.

Many researchers have been focusing on developing anti-inflammatory agents by stopping the positive pathway, but the discovery by Li and his colleagues gives scientists a new route to stop inflammation using safer or even existing drugs proven to be non-toxic as they have found that accelerating the negative pathway will reduce inflammation.

"This is the key negative regulator that we have been searching after for years, " Li said.

There is a need for better drugs to control inflammation, because current treatments come with serious side effects, Li said. Steroids are commonly used, but cannot be used over the long-term. Steroids suppress the immune system.

Obama raises California money for Democrats

SAN FRANCISCO (AP) ? Making a down payment on his vow to go all in for Democrats in 2014, President Barack Obama is courting well-heeled donors in California on a two-day fundraising jaunt that requires him to walk a fine line: Berate Republicans too much, and Obama could put fragile prospects for achieving his second-term goals in jeopardy.

Obama's California swing kicks off a concerted effort to help his party win back the House and keep its Senate majority next year. It's a mission that, if successful, would improve his playing field and help him secure his legacy during his final two years in office, a lame-duck period in which a president's influence quickly ebbs.

At an intimate gathering of high-dollar donors in Silicon Valley on Thursday, Obama said that political gridlock continues to stymie progress, but that Americans are not as divided as Washington makes it seem.

"Our policies, the ones that we presented, traditionally would be considered pretty bipartisan," Obama said. "There's nothing particularly Democratic about road-building or basic science or environmental protection."

Obama's appearance at the $32,400-a-person brunch benefiting the Democratic National Committee was one of four stops on a fundraising tour that started on Wednesday, when Obama raised $3.25 million for the House Democrats' campaign committee.

The blitz continued Thursday with the brunch in the ritzy town of Atherton, near Stanford University. Obama was to finish the fundraising swing Thursday afternoon at a luncheon at the home of philanthropists Marcia and John Goldman, where donors to the national Democratic Party can pay $1,000 to attend or $5,000 for the chance to take a photo with the president.

The short-term pitfalls of the campaign effort are clear. Obama has spent much of the past month pursuing warmer relations with Republicans in Congress whose votes he needs to enact his agenda. Republicans on the receiving end of Obama's ongoing "charm offensive" ? the president will dine with Senate Republicans next week for a second time ? say his partisan tone when he leaves Washington makes them question his sincerity when he says he's willing to meet Republicans halfway.

"He's doing a pretty lousy job of it," Reince Priebus, the chairman of the Republican Party, said in an interview. "If he was someone who was as conciliatory as he proclaims to be, you would think he would have a few decent relationships with Republicans, but he doesn't. Instead, he spends most of his time campaigning."

White House officials are mindful of the balancing act Obama must carry out to avoid undermining relations with Republican lawmakers when he hits the campaign trail for Democrats.

"The president's appeal to his supporters won't interfere with his continued efforts to work with Republicans to move that agenda through the Congress," White House spokesman Josh Earnest said.

Almost immediately after winning re-election in November, Obama made clear he would put his full weight behind efforts to elect Democrats in the 2014 midterms, upping his commitment from previous years. During Obama's first term, some Democrats complained he didn't do enough to help ? especially in 2010, when Democrats lost control of the House.

This time, Democratic officials say, Obama will headline at least 20 fundraisers: six for House Democrats, six for Senate Democrats and two joint House-Senate events, plus another half-dozen or so for the Democratic National Committee, which is still retiring the debt it racked up last year helping Obama win a second term.

Jim Messina, Obama's 2012 campaign manager, personally delivered the commitment for the House fundraisers in February to Rep. Steve Israel, who chairs the Democratic Congressional Campaign Committee, said one official, who spoke on condition of anonymity because the conversations were private.

Israel and House Minority Leader Pelosi, D-Calif., joined Obama for the fundraisers on Wednesday, where Obama told donors he'd be able to "get a whole lot more done" with Pelosi in charge of a Democratic-controlled House.

But accolades to his Democratic colleagues aside, Obama refrained from lobbing partisan barbs at Republicans in his remarks on Wednesday, which were closed to cameras but open to a small group of reporters. Instead, Obama implored donors to get behind candidates who see eye to eye with him on climate change, research spending, public works projects and early childhood education.

"I'm going to need some help," Obama said.

Still, he added: "My intention here is to try to get as much done with the Republican Party over the next two years as I can, because we can't have perpetual campaigns."

The rhetoric was not so inclusive from Israel, the House Democrats' campaign chief. After Obama spoke and reporters were ushered out on Wednesday, Israel described Republicans as full of "obstruction, chaos, inflexibility and intolerance," according to a campaign committee official who relayed some of his remarks.

Democrats need to pick up 17 seats next year to regain control of the House ? no small feat, considering that a president's party tends to lose House seats in the midterms during a second term. In the Senate, Democrats are defending a daunting 21 seats, including seven in largely rural states where Republican Mitt Romney defeated Obama last year. Republicans must flip just six seats to claim the majority.

Vice President Joe Biden, too, is expected to play a major role in helping Democrats defeat their GOP challengers. Israel told supporters at an annual conference last month that Biden has been busy making calls to potential candidates to recruit them to run.

Republican skepticism that Obama is serious about wanting to mend fences with GOP lawmakers was bolstered earlier this year when the president, fresh off his high-intensity re-election, blasted Republicans in campaign-style events for blocking his preferred approach to averting the sequester, the automatic, across-the-board spending cuts that kicked in on March 1. Republicans say it felt like the 2012 campaign never ended, making it harder to take Obama's recent outreach at face value.

"I'll admit, it's very difficult to do both. That's why he shouldn't do both," said Rep. Tim Griffin, R-Ark., the vice chairman of the National Republican Congressional Committee. "He needs to put the campaign rhetoric aside, roll up his sleeves and demonstrate a willingness to work with House Republicans on tax reform, entitlement reform and the problems driving our debt."

"I just don't get the sense that his little outreach was anything more than a charade," Griffin added.

Sara Taylor Fagen, the former political director for President George W. Bush, said there's no reason a president can't carry out his duties to his party and his country simultaneously. But she said an administration gets in trouble when the president doesn't strike the right balance or adopts too harsh a tone.

"You have an obligation to help your party win seats. You want to help them win," Fagen said. "You don't necessarily want to draw a lot of attention to the fact you're spending your evening talking about building the party."
